Break down of support costs

Hi,
Can anybody provide information about breakdown of support costs.
I am in the process of setting up a limited company by guarantee. I want to open a hostel which will house domestic violence, care leavers, asylum seekers etc.
The properties which i will use will be my own.
The support the residents will receive will be things like, help with registering gp's, schools,colleges etc. Also help with seeking legal advice.

What i need to provide the local council with is a breakdown of the support charges. E.g for the tasks mentioned above what could i charge.
