Extra Care and Attendence Allowance

I am currently working on an Extra Care Scheme in the West Mids. The commissioning Authority have been advised by their EXC consultant that all residents that live in EXC have an automatic entitlement to Higher Rate Attendence Allowanc, just by the fact thta they live in an EXC scheme?
Bearing i mind some residents wont be receiving care or support and they are fit and able I think the advise is wrong.
I haven't come across this with any of thne EXC schemes that I have been involved with in the past.
Has anyone else?
Any advise welcome.

Julie,
the only situations which bring automatic entitlement to Attendance Allowance are either (a) being on regular dialysis or (b) being terminally ill ie expected to die within 6 months. Otherwise, people have to need frequent attention in connection with bodily functions or continual supervision etc in the usual way. Of course many people in EXC schemes may qualify but this entitlement has to come from individual claims and would be assessed on an individual basis,
