Fairer Charging

I would be interested in hearing from any other LAs who have set up any different charging models for Extra Care schemes which takes it outside of their general charging policy for non residential services.
We are currently looking at this in Bradford and issues we have come up with include the legality of being able to do this? Has any other LA tried piloting a project first? How was it introduced into existing schemes etc- Any help/information appreciated- Virginia
