Funding of care provision in extra care housing

I would be interested to know of any examples of funding the 24/7 on site care provision at extra care schemes other than block funding from the local authority. Or if any local authority is dividing up this block cost and passing it on to individual residents?
Also I am interested in how extra care is coping with residents who opt for personal care budgets and choose a provider other than the on site provider for their day to day care? If there is a 'core' charge for the 24/7 on site care provision that all residents have to pay, I would be interested to know what is included in this and how it is collected.
