How can extra care residents afford to sustain their tenancies?

Many of the 'extra' costs in extra care accommodation are ineligible under housing benefit. This often means that people use their pensions, or dig into their limited savings to sustain tenancies.

There is an irony that the care provided actually reduces the need for the services for which they pay.
