Interim flat within extra care
We are currently exploring the introduction of an interim flat at our extra care scheme for access by social care for their clients to offer reablement or rehabilitation for a maximum of 6 weeks, we are an ALMO therefore manage the stock on behalf of the Local Authority. The difficulty we have is the issuing of a temporary licence for this purpose, I am therefore enquiring if there are others who operate a similar interim flat arrangement and if so how these operates ensuring you do not create a secure tenancy by default.
I would welcome any assistance in relation to this.

Hi, in the past we have run two residential reablement services - one from a sheltered scheme and one from an extra care housing scheme. Although neither proved successful in the long term for a variety of reasons, we (Social Care) leased the flats from the housing provider on a six monthly basis, and so the arrangement with the individual service user was with us and not the housing provider.

We run a similar service in Calderdale in a stand alone building (not within extra care). We started with a licence agreement but have since had advice from our housing options team was that a licence may not be appropriate unless the occupier is being charged for something/ money is exchanged. Instead an occupation agreement would be more suitable.
