On-site care models

I am undertaking a scoping exercise on how on-site care in EC housing is commissioned across other local authorities. North Lincs Council currently block contracts with one provider and is looking at alternative models including how to give all tenants Personal Budgets - can we commission just for a 'core' service / outcome or a core number of hours, what does that look like? I would appreciate your knowledge on other models. Thanks very much.
