Planning Classification for extra care schemes

Could people advise whether extra care schemes have been classified as C2 or C3 developments? We have mixed approached in our county and one area is currently insisting on C3 (general housing) and rejecting applications which means that appeals will have to be sought. I've looked at GP8 note and although it suggests the note will clear up uncertainty about this is doesn't actually say one way or another. Any help will be gratefully received.
