Procurement of extra care housing and care provision

I am currently looking at methods of procurement for extra care and other forms of supported accommodation (with care) and am being advised that the council would not only require procurement of a developer partner, but would separately need to procure the care provider to fit with our commissioning framework.

Does anyone have any experiences of this, or an alternative approach which has been agreed with procurement / legal advisors ?
