Service Charge Depreciation - Interior Design

I wonder if anybody could share their experiences of paying for the Interior Design element of a new Extra Care Scheme. Do you pay from capital costs or depreciate through the Service Charge and if the latter do you depreciate the design cost as well or just the items and over what period.
