Service User Groups

Has anyone formalised an approach for involving the wider elderly community in the management of the community facilities within an Extra Care scheme? I'm especially interested in formally balancing the needs\interests of the local authority, the local community, the tenants to be and the scheme managers - in this case the Guinness Trust. If anyone has any experience of writng terms of reference to cover this situation - please reply. Thanks.
