What are key service cost to negotiate with the local authorities during referral for care leavers supported accommodation

I’ve currently developed my service and have been accepted onto a framework, our SOP and key polices and procedures have been reviewed by commissioners and happy to say 4/5 was pleased however, can anyone shed some light on the referral negotiation process and what cost should I include at this point to cover the overheads?
