nominations / allocations / service level agreements in ECH

Very interested in what works and what doesn't in this area ,in terms of scheme sustainablilty balanced with housing and care needs of residents. Does anybody have any good practice or partnership agreements they could share to replicate as a model? Is a "placement panel" or needs matrix type approach the best method? Is anyone usign choice based lettings in Extra care.? If you have block purchase care contracting arrangements how does this work when fitter tenants move in to "balance" the scheme. Finally, how does the provider control voids when faced with inappropriate nominations or late responses to requests for nominations? Many thanks
