Description of Scheme

Tolvean House is a new scheme providing homes for 16 local people with learning disabilities and age-related needs. This scheme is designed to incorporate the HAPPI 2 criteria. The original building is constructed in red brick with large stone quoins and pitched roofs and the new build section is to incorporate similar materials with a modern twist. The section bringing old and new together will be in contrasting zinc sheeting, with the subsequent building incorporating timber cladding with matching louvres, powder coated aluminium windows and doors, glass balustrades, painted steel work, stone work and sash windows.

Where Is It?

Situated in an urban area; the site is bounded to the north by an open field, to the north east by a residential site, to the west by gardens of Penventon Hotel, and to the south by West End Road with housing to the south east and a car park to the south west.

Proximity

The development sits with 100m of Redruth town centre which consists of a variety of shops and other amenities. Opposite the site entrance is a bus stop and the local train station can be found within half a mile. The nearest hospital is approximately half a mile from the complex.

Relevant Local Strategy

Cornwall Council have put together the Cornwall Local Plan 2011 - 2030 which does not include any housing strategy for older persons or extra care housing. Within the plan there are several sections (policy 6, 7, 8, 9, 10 and 11) which discuss housing and need, however none specifically discuss the need for older person schemes and extra care facilities.

Redruth is a thriving Cornish town steeped in mining history. It is sited centrally giving good access to both north and south coasts and the A30, the main trunk road, is within minutes of the site.

Facilities

There will be a communal flat which will provide a facility for all to undertake a range of formal and informal activities including cooking, meetings etc.

There will also be landscaped communal gardens with seating areas included.
