The Care Act puts a duty on the local authority to promote diversity and quality in provision of services. It emphasises that care and support in response to needs should not be limited to a narrow range of formal care services but should embrace a wide range of service types including universal services and housing-related, voluntary and community-based provision, as well as those supported by technology, such as telecare.
