Contract Based on Dependancy Levels Promotes Independace

Location: Salford

Issue: To provide extra care housing in a more co-ordinated way that puts the emphasis on promoting older people's independence.

Action: A partnership of social services and two housing providers has turned three sheltered housing units into extra care facilities tailored to low, medium and high dependency levels. A single care provider has been contracted to give 24-hour housing and social care support to residents of all three schemes.

Outcome: Basing the contract on the dependency profile rather than the level of support gives the provider an incentive to deliver flexible services that reflect changing needs and promote independence among residents. Bringing a range of care packages together under one provider has proved more efficient
