Older People's Housing and Under-occupancy

This report examines the concept of under-occupancy and the extent to which it contributes to overcrowding and housing shortages. It concludes that older people represent a minority of those under-occupying and suggests a number of approaches to tackling overcrowding and housing shortages. The report suggests ways in which planners could provide opportunities to downsize for those older people who wish to do so.
