Social Housing Grant (SHG): Guidance for Registered Social Landlords and Local Authorities

This Welsh Government publication provides guidance to Registered Social Landlords and Local Authorities on the procedures for the management of the Social Housing Grant (SHG), the main source of Welsh Government funding for affordable housing in Wales.
The Guidance provides an overview of the process, with the detail covered in a series of appendices and seeks to explain:
- How the SHG programme operates and its relationship with the Programme Delivery Plans (PDPs) managed by Local Authorities.
- The scheme approval process, which focusses on reviewing scheme design and compliance with Welsh Government design standards at an early stage to drive up the quality of publicly funded homes.
- The payment process, which focusses on self-certification with only essential information submitted electronically to Welsh Government.
- A Post Completion Review stage where Value for Money (VfM), procurement and the final design of the completed project are reviewed.
- The links with other associated grants that support the development of new affordable housing, e.g. the Innovative Housing Programme (IHP), Rent to Own/Shared Ownership (RTO/SO).
