All-Party Parliamentary Group on Housing and Care for Older People
The All-Party Parliamentary Group (APPG) on Housing and Care for Older People is an independent Parliamentary entity which periodically organises an Inquiry.
It has often taken forward the work begun by the 'Housing our Ageing Population: Panel for Innovation' (HAPPI) to advance our understanding and champion how we plan, design and deliver better accommodation for an ageing population and offer a better range of housing choices as we age.

The purpose of this Inquiry was to consider the policies and practices that can enhance independence and quality of life of those living with dementia.
Rental Housing for an Ageing Population (HAPPI 5)
Date: 2019
Because the great majority of those over pension age are owner-occupiers (including leaseholders), previous HAPPI reports concentrated on the people in this tenure. This Inquiry considered older people who are tenants, renting in either the social or private rented sector (PRS).
Rural Housing for an Ageing Population: Preserving Independence (HAPPI 4)

This Inquiry findings warned that growing numbers of older people in rural areas will face a 'huge challenge to their independence and well-being' as their homes become unsuitable.
Housing our Ageing Population: Positive Ideas (HAPPI 3) - Making retirement living a positive choice
Date: 2016
This Inquiry ascertained best and innovative practice, exploring different service options and advocating for improvement in standards and practice in the management of retirement properties.
The affordability of retirement housing
Date: 2014
This Inquiry looked at ways of helping those in relatively low value properties to "downsize" and proposed a "Help to Move" package with Stamp Duty relief, financial advice and equity mortgages similar to those for younger people through the Help to Buy scheme.
Housing our Ageing Population: Plan for Implementation (HAPPI 2)
Date: 2012
This Inquiry considered progress towards the adoption of the recommendations and the design criteria set out in HAPPI. Their report discovered what more could be done to scale up the provision of new forms of housing to accommodate the demand of an ageing UK population.
Living Well At Home Inquiry
Date: 2011
This Inquiry turned the spotlight on the difficulties for those who need "care in the community" and who may be struggling with the indignities and hardships of coping in homes that may become quite unsuitable.
The Housing our Ageing Population Panel for Innovation (HAPPI) Report
Date: 2009
The seminal 'Housing our Ageing Population Panel for Innovation' report contains international case studies with details of design features and provide information about how the schemes are integrated with the wider community, and a set of recommendations to design housing for older people.
Although the first HAPPI report did not start as an APPG Inquiry, the HAPPI Panel was chaired by Lord Best and the resulting Report set subsequent Inquiries in motion.
