"Helping or Harming?” The Homeless & Inclusion Health Barometer 2025

This report from Pathway and Crisis reveals how failures in housing and health systems continue to push people into vicious cycles of homelessness, poor health and destitution. 

The report's new evidence includes a survey of frontline medical, housing and care sector staff, and the insights of people who have experienced homelessness. It shows that poor understanding of people’s needs, stigma, discrimination and digital exclusion remain key barriers in trying to access health services and identifies missed opportunities and unsafe practice across the NHS hitting those most in need. 

The authors conclude with eight key recommendations to the UK Government and further suggestions for ICBs to proactively address the needs of their local populations.
