MARKET ENGAGEMENT - Development and Management Partner for Extra Care Housing -Torbay Council

Torbay Council are seeking to procure a Registered Provider development partner for the
development of an Extra Care Housing (ECH) scheme in Torquay and the ongoing management of the scheme. The Authority is also seeking to identify a further Council-owned site for ECH in Paignton and the Development Agreement could potentially include this additional site.

As part of the Market Engagement process, Torbay Council wishes to discuss with attendees:
 details of the proposed partnership;
 potential land transfer arrangements;
 the appetite for combined, or separate housing management and care provision contracts.

Potential partners will need to be in a position to bid to Homes England for additional capital
funding. A representative from Homes England will be present at the event. There may be scope for further Council capital investment in the scheme depending on viability.
